One more LSB-si/ia32 testing update

With the resolution of the nice and syslog issues,
this *should* be the current state (a full test
run is in progress to prove this):

1 unresolved : setlocale 14, reason unknown
1 unreported : mprotect 4 hangs, I had to kill manually
2 fail: msync 7
getlogin 1, believed to be artifact of running in
chroot and not truly the underlying login on "terminal"

Total: 4

I'd like to think I can sort the mprotect and msync
issues in the near future as the same tests pass on
the system running natively (i.e., not running
inside the LSB-si chroot).

Actually, the same is true for the setlocale test also,
but that area of the code has been heavily trampled so
it's hard to see what might have been changed that affects
this. The failure is doing setlocale(LC_ALL, "") which
is supposed to mean, update all the settings but take
them from the environment. Not clear why this call
is failing.
