setlocale(LC_ALL, "") should not be failing unless your environment
variables are specifying a locale which is not supported. Are you
sure that the SI has a 100% working locale dataset?
My bug was in using the nl_langinfo return for the currency symbol --
I've not seen setlocale(LC_ALL, "") fail.
