To build the runtime tests there are quite a few extra tools needed
than what is required by the LSB but to certify its not necessary
to build the runtime test suite.
To run the runtime tests suites there are also a few extra commands
and interfaces needed (eg mount/umount). During the development of the
test suites we did try to keep this to a minimum (eg implementing some
basic functionality instead of requiring stuff like tcl/expect). And
its not unusual for test suites to require the installation of a bit
more functionality to run than what they are actually testing.
