There was a test setup problem with the binary - a setting in the
lsb-os source tarball was overriding the correct one in the vsx-pcts
tarball. VSX_INVALID_PGID was set to 'unsup' which is not a valid
value for the testcase. Though I think it was possible for the test to
pass even with this bad setting, it was unreliable.
