nice(2) testset

Does anyone know what's up with the behavior of nice on linux, glibc
2.2.5? The documentaton in glibc and on the nice man page say that linux
nice used to return 0 on success and -1 on failure, but that as of glibc
2.2.4, it complies with standards and returns the new nice value on
success. But here glibc 2.2.5 continues to behave the way it always has
on linux, in contravention of the docs.

Anyway, three of the nice tests (T.nice-{5,7,8}) are already in the
waivers list, and this is why they're failing everywhere. T.nice-6 also
fails everywhere and is not in the waivers list, and it probably should
be.
