Two of the FHS tests in LSB check for the existance of /dev/vcs1 - /dev/vcs12 /dev/vcsa1 - /dev/vcsa12 Which exist w/o devfs, from the "dev" package. With devfs=mount, only the first 6 of each exist. I don't see a specific reference to these in the FHS document. Are all 12 required?
