Updated LSB test suites

I've uploaded updated versions of the LSB-FHS and LSB-UsersGroups test
suites as well as a new binary version of lsb-distribution-test. They
can be downloaded from here:

They're currently in beta directory hierarchy and will be moved to the
released area after a period of testing (late next week unless people
report further problems).

* Fix for LSB.usersgroups/commands/misc/T.misc 21

  Note that the test for success of this test was effectively
  reversed, so you may notice that you are now seeing a fail for the
  test when you previously saw a pass.

* LSB.fhs/root/bin/bin-tc 46

  Fix for erroneous failure when /bin/bash is a symlink

* Add a warning messages to the package description regarding
  setuid/setgid programs.

* Fix for many erroneous test failures in usersgroups test suite due
  to static linking of getspnam.
