No problems with the commands being in /usr/sbin. This behaviour is a
bug in the test suites themselves - probably just a difference between
distros in what path gets setup when acquiring root priviliges.

I think thats probably non compliant behaviour (creating a group at
the same time, or at least having problems with the group already
existing).
