LSB-FHS2.2beta3 update

Another update is now available,
at ftp://ftp.xopen.org/pub/lsb/test_suites/beta/

This includes updated tar bundles both for
the test suite itself and an updated version
of tet/vsxgen and the install.sh script (all in the
beta directory).

This update addresses bugs reported to date:
	Useability issues in the setup scripts
	the tests for test and [ should look in either bin and /usr/bin
	the test for hwclock is invalid and has been removed
	the test for presence of XF86Config should be optional
