No! We don't want to require special tools to administer the system.
It's OK to provide a tool for the newbie, but the underlying system
should still be the Unix philosophy. And that means no inscrutable
files (and I consider the existing SysV/chkconfig system inscrutable,
or at least translucent bordering on opaque).
The system should be easy to administer using vi/emacs.
