phase 4

I've got a basically working phase 4 a/b/c setup.
I need to chase down a few more issues - e.g.,
what is the list of directories that needs to
be made ahead of time (some installs seem to
create their own directories, and some fail
if they're not there... I had been hoping to
creats just the base directory, then usr/src
within it but no such luck).

I also need to think about what to do with
the system-config and finalize chroots, since
there's nothing to chroot to that part doesn't
seem to make sense (the phase4 stuff is not
a full working environment).  I could eliminate
the parts entirely, or leave them there but
remove the chroot bit, or something...
