Repository re-arranging

I have asked to have a couple of directories moved in our repository

website/spec -> spec
website/data -> data

These are being elevated to their own top level directories. If you are
working on just the website, you won't have to checkout all of this other
stuff as well. If you are working on one of these other parts, you won't
have to checkout the website also 8-).
