Yikes -- there is *no* good reason to standardize the package database
format. What we need is:

    1) A binary package file format
    2) A command definition for installing/removing/upgrading #1

We may want an API for installing/removing/upgrading #1 for 3rd party
programs to use, but that's not mandatory (heck, defining the API and providing
a #2 built around that API that must be included with all distributions would
be pretty slick).

Defining anything else is overkill. Let package system implementors choose
their own implementations; just encourage them to support a common binary
format and command-line interface.
