Bug#937579: python-apt: Python2 removal in sid/bullseye

Just want to point out that this could be achieved in 2 steps: first
just remove the binary package and all the python2 packaging
infrastructure (so we dont delay the py2removal effort), and then you
can refactor the code to take advantage of a python3-only codebase.

There are no more reverse dependencies of python-apt that need to be
taken care of (the remaining ones are already RC buggy packages and we
dont need to wait for them), so Julian please drop python-apt asap (to
be honest, i would prefer if we can move forward with this very
quickly, and not wait for 20.04 release on April 23).
