cleancss and node-less both are architecture independent, should meet dependencies.

I am using Debian 10.3 amd64 in docker.

That's not accurate, neither are marked Multi-Arch: foreign. It's not entirely
clear to me if they can/should be; open up bugs in those packages if you think they
should be.
