Bug#906677: apt remove php7.0-fpm wants to install apache2 but doesn't tell why

I understand.
In this case the dependencies of adminer might not be right too:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=906692

Thing is, I think installing (for example) / choosing a webserver
should be an explicit action by the user and certainly not a
consequence of trying to remove something.

I understand this is a hard problem though.
