Bug#906677: apt remove php7.0-fpm wants to install apache2 but doesn't tell why

Well then, tell apt (apt remove php7.0-fpm apache2, apt install foo apache2-). APT can't
possibly know that.

Nah, that would be too verbose. You could use debugging logs to figure that out, or just
tell apt not to install apache2.

They're mentioned as often as needed. That Suggested packages don't help is your
opinion.
