The apt.conf(5) man page says:
In general the sample configuration file in
/usr/share/doc/apt/examples/apt.conf/usr/share/doc/apt/examples/configure-index.gz
is a good guide for how it should look.
This pathname is incorrect. It should be:
/usr/share/doc/apt/examples/configure-index.gz
