Correct. Attached is patch for apt which would change that. CC to deity@ for maybe comment. Without that patch this is still a major improvement. The default remains hardcoded but at least can be changed via apt.conf without patching aptitude (as derivatives currently do) and one setting applies to both apt-get and aptitude.
