"apt-get upgrade apt" is not the same as "aptitude upgrade apt".
"apt-get upgrade" is documented in the manpage as:
"upgrade is used to install the newest versions of all packages …"
                                                   ^^^

If you want to upgrade only a specific package use "apt-get install"
instead. I am therefore closing this bugreport.
