Bug#663170: apt: debian-installer cannot authenticate repository

Hello,
When trying to run debian-installer scripts for fetching udeb, it cannot authenticate packages: (also tested on 0.8.15.10)

When running as root it seems to work. It seems to be a regression of #595428.
