When running as root it seems to work. It seems to be a regression of #595428.

  Kind Regards

Adding "-o Debug::Acquire::gpgv=true", showed me gpgv: can't open
`/etc/apt/trusted.gpg.d/secring.gpg'

I had some files under /etc/apt/trusted.gpg.d/, causing the key check
to fail. Therefore I am closing this report.
