Bug#613068: Could not connect, passive socket

I am getting another problem with apt that may relate to these ftp issues:

apt-get -t experimental install linux-image-2.6.38-rc6-486

The following packages have unmet dependencies:
 linux-image-2.6.38-rc6-486 : Depends: linux-base (>= 2.6.38~rc6-1~experimental.1) but 2.6.37~rc5-1~experimental.1 is to be installed
E: Broken packages

I know that linux-base version 2.6.38~rc6-1~experimental.1 is in the Debian archive.

apt-get install -t experimental linux-base
The following packages will be REMOVED:
  linux-image-2.6.37-rc5-486
The following packages will be DOWNGRADED:
  linux-base

Hmmm, this should not be downgrading, but upgrading to 2.6.38~rc6-1~experimental.1

There is something wrong here.
