Bug#168479: marked as done (apt-get -s should not lock when not root)

regarding apt-get -s should not lock when not root
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

Of course I'm not root.  But -s just simulates, and doesn't modify the system,
so root isn't required.
