Bug#544017: apt: add /etc/apt/preferences.d/ like there is sources.list.d/

Please add pinning configuration possiblity via separate files
under
/etc/apt/preferences.d/
The files would be read in alphabetical order, so a numbering sheme
for files would need to be recommended in the sources.list(5) manual
page. (NN<NAME> => like 00first, 10second ...)
This would be analogous feature to /etc/apt/sources.list.d/
