Bug#552606: apt-doc: [INTL:de] German translation

I don't like your branch: 142 files changed, 53273 insertions(+), 14456
deletions(-); this makes it a bit hard to review and merges complex.
All your changes to the buildsystem or the packaging should be reverted;
as they make it impossible to cleanly switch to CMake while retaining
compatibility to the old buildsystem. And I really want to move to CMake
for 0.7.25.
The only way I see is
1) introduce support for CMake (part 1)
2) rework the packaging to use CMake
3) remove the old buildsystem
4) merge your branch while ignoring everything related to the
old buildsystem and the packaging.
5) enable the other translations in addition to ja, now that
the merge of your branch has fixed it.
Or I should maybe just cherry pick the translations updates into
debian-sid, merge cmake (cmake, packaging, and old buildsystem removal);
and let you work out the issues in your branch. This approach is the
cleanest one in my opinion.
Those things make me really angry. I thought today would be a great day
(although I'm ill), but now I'm angry.

We use more or less personal branches I guess, which is kind of boring;
as branches like yours can happen. In theory, it should happen like in
the cmake branch: One branch per large change.

We should move all of the documentation out of the source package and
into a separate source package.

Bad, I want to get rid of these per-language sub-directories. So this is
another change which will have to be changed. Most probably, I will move
all those files under addendum, if we do this at all. The easiest way is
to create a new entity translator-credits and let the translator add it
in the po file; this means one file per language.
