Hello. There is no such method in the moment. Maybe fortunately, since 0.7.17
apt also looks for plain Packages where there is no Packages.gz or
Packages.bz2, so if you can somehow block these files to be downloaded
(generate 404), your goal would be achieved for now.

In general, yes, it would be good to add some configuration to control this.
