Bug#508239: apt: method to prefer Packages over Packages.gz over Packages.bz2

I'm running Debian on my OpenMoko FreeRunner. Since this is a slowish
ARM machine with limited RAM, I'd like to tell apt to use the
Packages.gz files instead of the Packages.bz2 files to speed up the
update process. Unfortunately there doesn't seem to be any way to
achieve this at the moment (based on apt.conf(5) and configure-index.gz)

If there is a method of doing this already, please document it in
configure-index.gz and let me know what it is.

I tried these, but they both produce errors:

Dir { Bin { bzip2 "/bin/true"; }; };
Dir { Bin { bzip2 "/bin/false"; }; };
