With the attached source.list apt-get ignores locally available packages
and instead downloads it from the internet.

Reordering the lines in sources.list did not have any effect.

IIRC official images are (were)? not signed, but are trusted instead via APT
option. So, I'm closing this bug unless anyone objects.
