Bug#362864: apt: apt-get dist-upgrade should reject extra cmd line arguments

It would be *nice* if extra "to be upgraded to the lastest possible
version", as in apt-get install packages could be given on the
dist-upgrade command line, but if not, then apt-get should exit
indicating error when extra cruft is there.

Also, the manpage doesn't mention "dist-upgrade" in the synopsis.
