Bug#311347: apt: [apt-get] Option --config-file signals error when there is none

This command:
apt-get -c /etc/apt/sources.list update
gives error:
E: Syntax error /etc/apt/sources.list:10: Extra junk at end of file
but the file structure is perfect:
# nl -ba /etc/apt/sources.list

3 deb http://ftp.fi.debian.org/debian/ testing main
4 deb-src http://ftp.fi.debian.org/debian/ testing main

Whereas plain "apt-get update" works fine.
