Bug#271555: apt: new Polish translation

I'm sorry, but I don't think I want to accept it. The reasons are as
follows:
     1. The last update to the Polish translation is from 30 August. How
        is this translation related to the previous one?
     2. The PO file is incorrect in its list of translators. This was
        already true for Robert's translation, but unfortunately I
        hadn't paid enough attention then. The field "Last-Translator"
        is just plain wrong, and I expect comments at the start of the
        PO file for each and every previous translator.
Please, Bartosz, Robert, tell me whether you agree on this or not. For
instance, the newly submitted file has "magazym" in it, and I cannot
imagine  this is right, and also "skonnfigurowane" which loses 1:18400
in a Google poll against "skonfigurowane".
