Definitely...

I made wrong assumptions during my tests today, namely I forgot that
the error happens *after* the debs are downloaded.

I then reverted to my minimal testcase, ie. woody mirror, with or w/o
security.d.o added, and the local apt repo with only my essential
metapackage and a custom kernel, and the problem still occurs.  Please
find below the control file for the meta-package.
