Bug#197960: apt: Poor German translation of "suggested:"

In the German localization of "apt-get", "suggested packages" is
translated as "Befürwortete Pakete" which, for a German speaker, doesn't
make much sense. It would be better to translate it as "Empfohlene
Pakete" or, even better: "Zusätzlich empfohlene Pakete".
