Bug#197938: apt: apt-get should no retry to connect to a server that have already failed

When downloading several file at once, and when the first mirror time
out, apt-get try to connect it for each package, and wait for the time
out, before falling back to a second mirrors.
It would be better if after failing to connect a server, it doesn't
try again, and again, and again in one run.
