Bug#181816: apt-get update.. E: Dynamic MMap ran out of room.. tried apt.conf, sources.list

When running apt-get update, I get the error
E: Dynamic MMap ran out of room


I've created the file /etc/apt/apt.conf with contents APT:Cache-Limit 
25165824, and reduced the entries in /etc/apt/sources.list to one (deb 
http://http.us.debian.org/debian stable main) and this hasn't fixed the 
problem.  I have only 8MB of RAM and 28MB swap space, if that's important.


I am using (I think) Debian GNU/Linux kernel 2.0.38 #2 (?)
and libc-2.0.7.so (?)
