Bug#176747: apt-utils: add FILES and examples to man page

That man page could use a FILES section, if applicable, and some
examples, including manipulation of "internal sorting rules" mentioned
on the man page.
The --help is already better than average though!
except it says " -s Use source file sorting"
where the man page says '...index sorting'
