Bug#176746: apt: add note about how not to blow away your cdrom lists to apt-cdrom man page

the apt-cdrom man page needs to alert the user to this note from the
apt-get man page,
--list-cleanup
This option defaults to on, use --no-list-cleanup to turn it
off. When on apt-get will automatically manage the contents of
/var/lib/apt/lists to ensure that obsolete files are erased.
The only reason to turn it off is if you frequently change your
source list. Configuration Item: APT::Get::List-Cleanup.
and how to apply it to apt-cdrom,
that way we wouldn't blow away or painstakingly accumulated cdrom
records every time we tinker in sources.list commenting stuff out for
a moment.
