dependency on AM_GNU_GETTEXT undeclared

I'm running testing and am getting:

apt$ dpkg-buildpackage -rfakeroot

1. I suppose that's an undeclared dependency, that should be listed in
   debian/control?
2. What version of gettext? automake? do I need to be able to compile apt?
