Bug#170977: apt-get update sets Source/Release/Packages unreadable by group and world

apt-get update sometimes sets the files in /var/lib/apt/lists to mode 0600
preventing group and world from reading them. If all the
Release,Sources, and Packages files were set to 0644 then regular users
can browse the package tree.

As it is now, we always need root, just to read a package description.
