"foo is not debian-specific" is a pretty silly rationalle for leaving
some debian-specific feature out of the debian package of foo.

Apt could have a Apt::BuildDep::AlwaysMakeSureThisIsInstalledToo and the
debian package of apt be shipped with an apt.conf that sets it to
build-essential on debian. The name of the package may vary from
distribution to distribution, but the idea makes sense and can be
supported in apt. It may find other uses as well on individual systems.
