Bug#148879: apt violates policy, does not install build-essential files for apt-get build-dep

I'm filing this bug on apt, because some lusers are starting to use
apt-get build-dep and apt-get source -b to test-build some packages
and filing some bogus bug reports.
apt-get build-dep does not install build-essential packages which
should already be installed when any package is built,
causing much bogus bug reports on anything that does not
declare build-dependencies on packages that are already in
build-essential list.
