Bug#40181: apt-get could mention suggests

I think "install" and "upgrade" would both benefit from showing
"suggests" and "recommends" entries to the user. A decent UI would be
simply for apt-get to show the suggests and recommends and ask whether
each list should be installed in its entirity. If the user says no,
then the list is still available in the terminal for cut and paste.
Additionally, there could be command-line flags like --install-suggests,
--noinstall-recommends, etc, so that people can force it if they get
tired of answering the questions.

At any rate, apt-get can't be used as a person's main package-management
tool, if it makes this information hard to get. People shouldn't have
to use apt-cache on every package before installing it. One way or
another, I, too, would really like to see apt-get show users the
suggests and recommends lines.
