With Dir::State in /etc/apt/apt.conf set to "/var/state/apt", further
apt-get operations will break after the 0.5.3 upgrade moves the state

should be overwritten, or the directive should be obeyed and a warning
note printed advising of the new location and that the change will
need to be done manually.

There are various notes that such directives should not be used without
a very specific reason, the failure is fairly clean and understandable I
don't see any need to do anything else.
