Bug#108236: apt-get potato->woody upgrade doesn't honour Dir::State in /etc/apt/apt.conf

With Dir::State in /etc/apt/apt.conf set to "/var/state/apt", further
apt-get operations will break after the 0.5.3 upgrade moves the state
files to "/var/lib/apt".  Either the directive in /etc/apt/apt.conf
should be overwritten, or the directive should be obeyed and a warning
note printed advising of the new location and that the change will
need to be done manually.
