So, apt provides 'libapt-pkg-libc6.2-3-2-3.2'. Naturally, apt is installed.

Why can't aptitude be installed then?

The report shows the problem, the installed version of APT inexplicably
does not provide exactly the correct version and yet has the same version
number.
