Bug#109430: apt; Bad LD_LIBRARY_PATH patch

The patch to fix the fakeroot problem with LD_LIBRARY_PATH isn't
working properly.  I get

make: *** [apt-utils] Error 127

I'm guessing you probably meant to put $$LD_LIBRARY_PATH on that line
in debian/rules, not \$LD_LIBRARY_PATH.
