Any ideas what though? I realise my initial bug report could have done with
more info, sorry. I downgraded dpkg-dev to reproduce; here's where the build
dies for me:

[..]
dh_strip -papt
dh_compress -papt
dh_fixperms -papt
dh_installdeb -papt
dh_shlibdeps -papt -l`pwd`/debian/apt/usr/lib -- -Ldebian/shlibs.local.apt
dpkg: /home/steved/pkgs/apt/apt-0.5.3/debian/apt/usr/lib/libapt-pkg-libc6.2-3-2.so.3.1 not found.
dpkg-shlibdeps: failure: dpkg --search gave error exit status 1
dh_shlibdeps: command returned error code
make: *** [apt] Error 1

Full build log is attached. The following changelog entry looks relevant:

dpkg (1.9.1) unstable; urgency=low

[..]
  * Make dpkg-shlibdeps not care if dpkg --search return with an error.
    Closes: Bug#95568
