Bug#98771: apt: Needs a newer dpkg-dev to build

While I was rebuilding apt 0.5.3 for potato, I discovered that I needed to
upgrade dpkg-dev to avoid a problem with dpkg-shlibdeps failing. I don't the
precise version required, but the build failed when using dpkg-dev 1.6.15, and
succeeded using version 1.9.6. I think a versioned Build-Depends: should be
added.
