[BETA] apt 0.4.10 no longer works as method for updating dselect

I've been following this beta apt for a few months, nice new features,
but never seen this problem before. I did not get 0.4.9, for some reason
it never seemed to show up even though apt-utils et al did.
dselect uses apt as method.

This is new with 0.4.10. Dselect and dpkg have not changed in the
interim. I ran dselect --debug dselect.dbg update to try to capture some
debug info. Not sure if it will help, but in case it is attached.
